That will only lead to terrible hacks. Sensible defaults should be in place for all MediaWiki messages, of course, which can include having a blank default message. Attempting subversion of this nature (such as removing interface messages) not only harms the Wikimedia wikis, it harms all MediaWiki wikis, which is even worse.
