* [1] No, projects in the Incubator phase do not need vectorized logos. (They
generally receive them once they exit that phase and become 'regular' projects
with their own domains.)
* [2] Red links to SVG files mean that either (1) there is no SVG equivalent to
an existing PNG logo, (2) there is no local logo at all, or (3) the project
uses a local logo under a name that differs from the accepted naming format.

In each case, the students should visit each project to confirm that they are
using localised logos, and if so, proceed with creation of SVG versions. (It's
a waste of time to create localised logos if communities don't want them.)

New logos should be uploaded to Wikimedia Commons using the same naming format
used by other projects in the same family, such as Wikinews-logo-ro.svg,
Wikiquote-logo-lt.svg, etc. (it's all explained at the top of that page).

There is currently no need to submit any Gerrit patches; we can submit multiple
logos in one patch after GCI is finished, and at least some communities would
need to be consulted before we do that anyway.
