Each project chooses (and most already /have/ chosen) their own logo, generally out of the three main designs available (the 'text' logo, the 'tiles' logo, and the 'open dictionary' logo; see <https://meta.wikimedia.org/wiki/Wiktionary/logo#Logo_use_statistics>). Logos can therefore be changed if, and only if, there is proper community consensus to do so; most Wiktionary logos were already harmonized with bug 4320 which was preceded by community consultation, so there's very little to be done.
