Functionality seems to be provided in
http://www.mediawiki.org/wiki/Extension:VariablesExtension (and probably a few
other ones by now), so I'm marking this FIXED.
Getting it enabled on Wikimedia sites requires consensus, and approval/review
by a senior developer.
