Hmm. I understand the complications, vis-a-vis the difference between 'Pages'
vs 'Boards&Topics'...

I think we'll need a way to semi-protect and fully-protect either Boards or
Topics (probably Boards? maybe both?), 
per the current situation at Enwiki of ~70 pages being fully-protected and ~170
pages being semi-protected.

However, that should be a rare need, so can (I think) be postponed. I'm not
sure if this bug is best 'closed' or turned into a tracker, or what.


[Note for others: The instance I describe in comment 1 was a rare problem,
where the mw:Talk:Sandbox page wasn't unprotected (it had been a
fully-protected redirect since 2005) when it was flow-enabled (a few weeks
ago), and that didn't become a noticeable problem until bug 60218 was fixed (a
few days ago).]
