I did some more investigation and discovered that changing "skins.vector" to
"skins.vector.styles" will generate a css with the stated "portal" css class.

For example, this it.wiktionary.org link now generates a "full" css:

I'd still be interested to know why "skins.vector" works only for the Wikipedia
version, or why it changed recently. Likewise, any information about whether or
not the previous behavior ("skins.vector") will be restored. (It had been
working since at least 2013-07 until this past Sunday)
