Steps to Reproduce ::
1) Edit the page
2) Clear all text
3) Click on Numbered list button three times in a row.
4) Check out the html contents of the iframe. It will be "<P># Numbered list
item<BR># Numbered list item<BR># Numbered list item</P>" even though the first
two numbered list items are on the same line.
Additional Notes ::
This bug was discovered as a result of fixing bug 22347. I'm creating this bug
and closing the other as this is an isolated and more specific issue.
