We do not need the "Wikipedia" namespaces on the Outreach wiki, I believe they
are vestiges from the install.
The only page on there is "About:Wikipedia." We really don't need an "Outreach"
namespace. I'm not sure exactly how the software works, but if the "About..."
link in the footer of every page could just go to a mainspace page named "About
the Outreach wiki" or something similar, that would be ideal.
