The Project and Project talk namespaces are canonical. You can't remove them,
you can only rename them. For some reason, the default is Wikipedia/Wikipedia
talk for new Wikimedia wikis

Your options are renaming to Outreach/Outreach talk or Wikimedia/Wikimedia
talk. Please adjust the bug summary once you've decided.

Don't you run a wiki? :-)  You need to edit the target at
[[MediaWiki:Aboutpage]] and the link text at [[MediaWiki:Aboutsite]]. Or
something like that. Any local administrator can edit the MediaWiki pages.
