It was good to try the EXIF filter for combatting low quality uploads, but it
seems pretty clear that this isn't the right strategy for dealing with the
issue. Lupo, I think you're right that this isn't about bad faith users, but
rather about new people who haven't really figured out what uploading entails
on Wikimedia projects. 

We're going to try limiting mobile web uploading to autoconfirmed users, which
should drastically lower the volume of incoming uploads (because currently only
~3% of new mobile web editors make it to 5 edits, which is in the ballpark of
autoconfirmed thresholds across all the different WM projects) -- if our theory
on clueless newbies holds true, this should also increase the ratio of quality
uploads in the right direction :) 

As always, thanks for the feedback; we'll continue to monitor the feature and
make permissions tweaks as needed.
