It is possible to delete a specific translation (i.e. page in Translation namespace) as long as you have the 'translate' and 'delete' rights. It is also possible to delete all translation units in a translated page using Special:PageTranslationDeletePage, but that requires 'delete' and 'pagetranslation' rights.
