We have use cases where uncompressed HTML is sent over the wire (HTML save from
VE), so uncompressed DOM size does matter.

Do we have actual measurements that verify that this benefits total page view
performance in practice? If there is no measurable improvement on page view /
rendering even on mobile, then I'd propose to keep this in CSS to avoid slowing
down use cases like VE saves.
