Why can't we just do this the same way as our current status quo (gerrit) or
the soon-to-be status quo (phabricator)? Less systems that do the same thing to
maintain...
Some volunteers have +2 on our projects, this is the same situation except that
we need to find more volunteer reviewers than usual, because we don't have the
bandwidth to review this at the moment.
IMHO if the code review process we normally undergo feels heavy to impose on
this audience, it just needs that we need to improve the process. If it becomes
easier to outsiders, it benefits all projects.
