I don't plan to raise this limit currently.
It would also require raising the limit in Phabricator when importing
attachments and we don't want that, see http://fab.wmflabs.org/T261
Larger attachments should be hosted elsewhere (e.g. on wiki?).
(Would also require changing max_allowed_packet in the MySQL configuration. No
idea where it's today, but in 2001 the practical limit was 16MB for MySQL.)
