In the Hebrew Wikipedia a page for testing Flow was set up on the talk page of
the Flow project description in the Wikipedia namespace. To clarify:

* talk page / Flow test page:

There is also an article in the main namespace that has the same title as the
Flow project: זרימה. Here's the URL:

Now, the bug: If a user has the main namespace article in her watchlist, but
not the page in the Wikipedia namespace, she will still still Echo messages
every time there is an activity on the Flow board.
This definitely should not happen.
