Can you do the following? 1. While logged-in, go to https://noboard-chapters.wikimedia.org/wiki/MediaWiki:Licenses?action=edit 2. Type in something like "Placeholder text to enable uploading after [[gerrit:136520]]." and click Save page button. If you do not have the permission to edit that page, you will not see a Save page button. 3. If you were able to save the page, then go to https://noboard-chapters.wikimedia.org/wiki/Special:Upload and see whether you can upload the file. If you were not able to complete step 2, then you probably do not have an administrator account. Ask someone with administrator access to create that page. If you were able to save the page but could not complete step 3, then something is probably wrong.
