It would be handy to be able to check only new accounts on the specified range.
That way, if a checkuser is looking for re-incarnations, they can search a
wider range without being overwhelmed by all the edits by the established, and
more active, users.
Also, this would mean that established users don't turn up in checkuser
results unless explicitly requested.
