Generally, as written on https://phabricator.wikimedia.org/, "creation of new projects is closed until Phabricator's launch" and you could test and experiment at https://phab-01.wmflabs.org. The scope of this project is a bit unclear to me and its mapping to existing software projects in terms of Bugzilla products ("MediaWiki" and its components?). "core-team" feels too vague as a name.
