Currently there's a binary review process for most revisions, where one person
(Tim) determines that it's okay or not, but others may have looked at it
already and think it's fine. It should be possible to have multiple reviews and
review hierarchies in CodeReview. Using the comments feature could hackishly be
used in this fashion, but a proper implementation would be better.
