"Mozilla bug 1234" is an interesting use-case, although in these (unfrequent) 
situations I would expect that such URL would be mentioned in "See Also".

We cannot detect the "Mozilla bug 1234" case with a script. It is fair to say 
that most "bug 1234" references will point to Bugzilla reports. The benefits of 
T1234 over a link to the old Bugzilla URL are notable:
* Users will see whether such task is open or closed.
* They will be able to hover and check the details of the task.
* In the destination task, a "This was mentioned at (link back)" action would 
be listed.

Well, yes. This is a complex migration that nobody else has done before, and it 
comes with a few compromises.

In some cases the absence of this link to a comment will not be a big deal 
(either because the link doesn't matter anymore or because the destination task 
is fairly simple). In some cases it might be important and non-trivial to find 
that comment. If this is the case, then someone can quote the comment and point 
to the current destination, or you can edit your own comment for good. 

We have gone through this when we moved from fab to phab. A little annoyance 
for user me saving a big headache for the developers that would have need to 
work on this problem.
