AFAICT you're proposing your own design without mentioning where it differs
from or coincides with Aryeh's proposal. From briefly reading your latest
comment, it looks like a lot of what you're proposing is already in Aryeh's
proposal, such as the binary-ordered sortkey thing. Other things, such as the
attention you're paying to the possibility that collation rules may change, are
not covered in Aryeh's proposal, so those are valuable additions.

So you're right, it's certainly not "blah blah", but it would help a lot if you
limited your comments to the differences between your and Aryeh's proposal,
rather than leaving it up to the reader to find and filter the parts the two
proposals have in common.
