From briefly reading your latest comment, it looks like a lot of what you're proposing is already in Aryeh's proposal, such as the binary-ordered sortkey thing. Other things, such as the attention you're paying to the possibility that collation rules may change, are not covered in Aryeh's proposal, so those are valuable additions.
