I would suggest instead making those proposals in the CLDR project.
It already contains lots of data for many languages, related to their expected
"sort order" (in fact more generally about their collation).

Go to http://www.unicode.org/cldr and visit the existing ressources browser,
and the demo of ICU which uses the same data.

Our collator should "in fine" use the CLDR tailorings that are already defined,
with very minor changes (if they are really needed).
