User account not registered message
On a user page of user that is not registered, there is a red message - User
account "nick" is not registered. However, if someone creates that user page,
then this message disappears - even if the user account has NOT been created.
Please see attached images of RandomUser account on testwiki, the user account
has *not* been created.
