If the page exists, then the page gets shown -- end of story.

If the page doesn't exist, then fallback text is shown, telling you that it
doesn't exist. If the page is a user page or user talk page, then the empty
page text is prefaced with a note that the user doesn't exist (if no user
exists) or is blocked (if exists and is blocked). You may also see other info,
such as deletion logs for the page if the page previously existed but was
deleted.

Note that there are other ways to tell that there's no user -- such as no user
tools links being shown.


It could indeed be nice to make it more explicit when an existing page in user:
namespace isn't clearly attached to any user account.
