This was the first suggestion on bug 27287, which then changed path, so perhaps
a new bug is the way.
Until r85128 is deployed, it makes no sense to keep $wgLogAutocreatedAccounts
set to false: such configuration doesn't fix any problem and is very annoying,
see bug 19161 comment 46 and bug 27287 comment 17.
The issue is IMHO quite urgent: for instance, welcoming is not working and I
see 50 % less new users on some sister projects.
