To clarify, are you saying: 1 - You want the exact same licenses as Commons, except it uploads to HI Wikipedia. You do not want fair use media. 2 - You want it to upload to Commons, but the page should be on HI Wikipedia. 3 - You just want your "Upload a file" link to go to http://commons.wikimedia.org/wiki/Special:UploadWizard except with a HI interface.
