             Bug #: 30208
Summary: Trial for restricting non-autoconfirmed users from
                    creating new articles on enwiki
           Product: MediaWiki
           Version: unspecified
          Platform: All
        OS/Version: All
            Status: NEW
          Severity: major
          Priority: Unprioritized
         Component: Page editing
        AssignedTo: [email protected]
        ReportedBy: [email protected]
    Classification: Unclassified

There was recently a proposal on enwiki for disallowing non-autoconfirmed users
from creating new articles. The proposal was widely endorsed, see
http://en.wikipedia.org/wiki/Wikipedia:Village_pump_(proposals)/Proposal_to_require_autoconfirmed_status_in_order_to_create_articles

It was also mandated that this change should first be implemented as a
temporary trial. The appropriate length of this trial was decided to be 6
months. See
http://en.wikipedia.org/wiki/Wikipedia:Village_pump_(proposals)/Proposal_to_require_autoconfirmed_status_in_order_to_create_articles/Trial_duration

So, what we're looking for is a dev to tweak the code for enwiki such that
non-autoconfirmed users can no longer:

- create new pages (except in their own user namespace)
- move pages from their user namespace to any other namespace

If a non-autoconfirmed user tries to create a new article, they should be
presented with the MW interface message at [[en:MediaWiki:Noautocreatetext]].
(If that page doesn't exist yet, it should be created shortly).
