As Nemo_bis says, there are hard cutoff limits in the AbuseFilter code that
limit the maximum percentage of edits that can trip filters (around 1-2%, if
memory serves).  A filter to implement this logic would be unreliable because
it has a reasonable likelihood of reaching that limit.
