Oh, never mind. I had a setting in my account to not auto-rotate my images.

A friend of mine who works there says that, unless the user has turned off
auto-rotate, EXIF Orientation is used to "physically" rotate the thumbnails as
they are generated (which is a one-time event at Flickr).

I do remember this long conversation about stripping EXIF from all thumbnails,
which still seems to be the policy.
