We should definitely also do it on beta. Which means setting up Wikibase change dispatching on the beta version of wikidata and commons.
The reason to also do this on group0 is parity with the staging we do for the wikipedia setup. In other words, if it's unnecessary to have a staging version of commons on the live cluster, it should also be unnecessary to have a staging version of wikipedia on the live cluster. Is it?
