There's https://commons.wikimedia.org/wiki/User:TabulistBot which can serve some of the use cases. I don't think our general varnish cache infrastructure would be a good fit for such persistent cache, due to the fact that you are never promised this would actually be cached and served from cache (it can be evicted at any moment), and results of queries tend to be large. But maybe we could have a specialized caching infrastructure (might also run varnish though not necessarily) which would allow more customization and better fit for this particular case.
