I've explained before that different Wikivoyages have different opinions on what banner should be displayed at the top of a given article. In this case, the elephant banner was used first; User:ויקיג'אנקי [https://en.wikivoyage.org/w/index.php?title=India&diff=2453636&oldid=2449617 made the change] to English Wikivoyage in October of 2013. Currently I believe English and Hebrew Wikivoyages use the Taj Mahal banner, while all of the other Wikivoyages that use banners use the elephant image. I will note that the change User:ויקיג'אנקי made was undiscussed on English Wikivoyage, as far as I can tell. I don't know why the change was made, except personal preference of the user who changed it.
