The problem with that solution would be that the banners were intentionally 
designed to default to the single value stored in Wikidata -- that way, adding 
a banner to an article that doesn't have one causes the same banner to appear 
on all the other projects (that use banners). Having one property per project 
would negate that -- and there'd be no reason to store that information on 
Wikidata anyway, because it wouldn't be shared between projects.
