The namespace is explicitly set <https://phabricator.wikimedia.org/diffusion/EABF/browse/master/includes/AbuseLogger.php$152> to 0, and has always been. I think this might be due to issues with cross-wiki references. Things might have improved lately with the ongoing refactor of the Title class.
