Note that neither the local database actually references `NS_SPECIAL`. The link is transformed by Wikibase here <https://gerrit.wikimedia.org/g/mediawiki/extensions/Wikibase/+/c7c73ef8a5be279c7e142b0baca015c1202da89d/repo/includes/Hooks/HtmlPageLinkRendererEndHookHandler.php#314>. In other words, this would currently require //at least// having Wikibase on MetaWiki.
