TASK DESCRIPTION This means we want something similar to the forbidden Client/Repo usage tests <https://github.com/wikimedia/Wikibase/blob/787a69066ea343a0946a27aba26564790cde6f83/lib/tests/phpunit/NoBadDependencyUsageTest.php>. `MediaWikiServices::getDBLoadBalancerFactory` and `MediaWikiServices::getDBLoadBalancer` shouldn't be called in Wikibase production code outside of the three places where it is currently being called.
