  I looked at the AbuseFilter code a bit, and while filters are cached pretty 
aggressively (one week), it looks like the cache is supposed to be purged when 
a filter is edited… I don’t know why that doesn’t seem to be working.
  
  But it should still be possible to test the new filter, right? Even if an 
edit gets blocked by #64, we can check in the abuse filter log whether it 
triggered #64 and #66 or #64 only (Beta Wikidata abuse filter log for global 
filters #64 and #66
