In my opinion, it makes sense to preserve that configuration variable: "Publish" is the standard in Wikidata, where changes are made public by default. In the context of Wikibase, "save" can be more accurate, given that edits are not necessarily "made in the open". Allowing users to define the most accurate copy for their Wikibase instance based on its use case sounds convenient.
