Even census counts are rarely absolutely exact, though in some contexts they 
are "assumed" to be, to make things simpler. I consider this an edge case that 
can be solved by either treating population as a measurement and setting +/-0 
when appropriate, or treat it as a count and explicitly set +/-1000 or whatever 
when appropriate. It's up to the community to decide which they want to do.
