TASK DESCRIPTION

MockTermIndex implementation in Wikibase is incomplete and problematic to maintain (especially if we want to someday split / replace / get rid of TermIndex / TermSqlIndex).

Probably in most/all cases, using phpunit mocks instead would be sufficient and we should try to do that.
