Hi, What we have is https://www.wikidata.org/wiki/Wikidata:Disclosure_of_paid_editing (what basically are requirements by the Terms of Use of the Wikimedia Foundation). Unfortunately there is not much we can do until we find them editing on-wiki without disclosure or if they are abusing multiple accounts. I think that paid editing can be quite problematic.
