My thought here, is that the bounties and the clusters are closely related...Ideally, it would be great if the person who takes on the responsibility is the nexus for a cluster development, or actually belongs to one...it's a way of building internal capacity. I like the idea of a small bounty - it's a great way of saying "thank-you" to the folks who are contributing to make this a reality...
