Hi, I'd have to concur with Option 2, especially if you factor in Wayne's dream that each educational institution nominate 1-2 people per institution to work on WikiEducator. This would additionally provide a 'safe' testing environment for the educational institutions themselves.

My personal preference is for option 2 -- I'm sure that there are many education institutions that have resident expertise that can assist in this regard. Community projects are more successful when they are "owned" and run by the community.
