Opt in for peer review. How about an opt-in template for peer review. By adding the template to your page you agree to two things: 1. You want peer review and your page is ready for it. 3. You will review three other templated pages in a timely manner.
This would miss some wonderful pages that could still be rated, but it would even out the work load for a peer review system and not put us on the months-to-review path of conventional scholarly journals.
