Israel has had to contend with lots of disasters in its short history - it has developed quite an expertise in this area.... check out the google references for some clues who to speak with. Maybe write a note to Nellie Deutsch...she's in Israel too. BTW: maybe it was an oversight that you mentioned red cross and churches.
