I think there are multiple ways that create sustainability. There's the way
that you mention...and others that will emerge, over time.

In my Masters project work, I've done some number crunching for using
WikiEducator as a course development platform for educational institutions
using it. This was a first draft ~ there will be others, and different
scenarios, but basically, an institution with 700 faculty and 1000 courses,
which devotes at least 10% of its course development / revision activities
to WikiEd, can look forward to achieving $200K-$400K in annual savings. (I
say this range, because my first pass at the numbers was $400K, but then I
did a second pass at it, and the numbers dropped based on my
assumptions....but still, these are significant numbers)
