{{CURRENTTIME}} should show the time as adjusted by the offset you
specify on your preferences page. {{LOCALTIME}} uses the server's
local timezone, which in the current case is Europe/Germany (and moves
by their daylight savings time rules).
(Asking the Council to change LOCALTIME to UTC is on my list for the
server move.)
