Edward,
You are giving form into ways of putting this idea into practice. It may
take a bit of time, but some agency or district will do it as reasonably
priced and good computers take form. We have the spread of cell  phones
which didn't exist a short while ago, and smart phones, so the time and
circumstances will shortly come to make your description a reality. Thanks
