I agree with your post Steve, It seems to me that international agencies do not understand the spirit of copyright -- i.e.your rights to copy.
Not only does UNESCO use a non-free custom license for its copyright -- they take the liberty of claiming the copyright of others as their own. So for example, if you post to the WSIS platform -- you agree to what is in effect an all rights reserved copyright administered by UNESCO. I also understand that the International Government Agencies (IGO) are not supportive of the existing CC licenses on the grounds that the unported licenses do not specify a jurisdiction for enforcement / litigation of their copyright were it to be released under a CC license. Some of the IGOs are uncomfortable using CC licenses because they would prefer to litigate / enforce licenses in the international court rather than the national copyright laws where they are based. Creative Commons has suggested a simple solution whereby the Copyright holder can specify jurisdictions in their copyright notice -- but progress is slow :-(. I know there are many colleagues within UNESCO who are working hard at moving the OER agenda forward and resolving these issues. I'm helping UNESCO -- by refraining to posting on IGO websites which do not respect the copyright of my employer. Working for the OER Foundation -- the copyright of my work must be licensed under a free cultural works approved license and legally I would not be permitted to post on the UNESCO cite without prior permission from my employer to use a non-free license.
