I also agree, inclusive development and inclusive education would be
possible only in an open environment. I cherish the view that all knowledge
products of governments and inter governmental  organizations should reach
the public domain.

Though OER is there in our education history for many decades, strong and
organized movements for the use of OER for inclusive education, especially
in higher education, is comparatively new. In governance systems,
especially in government an inter government sectors, usually major changes
happen through regular and proactive interventions of stakeholders. Here
the major stakeholders are governments, academic authorities and
institutions, individual academicians and learners, social and educational
thought leaders, FOSS techies etc.  Our discussions on this also shows that
its time for such interventions through constructive dialogues and
collaborative projects. It will also help and supplement the efforts of
those within such systems for a change. Since we cannot expect a leap from
‘all rights reserved’ to ‘public domain’ in one days time, handholding
seems to be the right policy. Changes are already happening; let us work
out ways for further changes.
